PASO Council meeting online

06/27/2024, the PASO Council meeting was held online.

The agenda did not include the issue of considering the Conclusions of the Qualification Commission on disciplinary proceedings, since for the first time in twenty-two years since the establishment of the Chamber of Advocates of the Samara Region, a meeting of the Commission was not held due to the lack of disciplinary cases to consider.

A unique and very significant phenomenon. It should be noted that the PASO Council was deeply satisfied with this circumstance and wished the lawyers that there would be no complaints about their work in the future.

Then the Council moved on to discuss current issues of organizing advocacy.

The status of two lawyers was renewed on the grounds of Part 5 of Article 16 of the Federal Law "On Advocacy and the Bar in the Russian Federation".

The status of three lawyers was terminated on the grounds of Subclause 1 of Clause 1 of Article 17 of the Federal Law "On Advocacy and the Bar in the Russian Federation".

The status of lawyer Raisa Ivanovna Milevskaya has been terminated due to her death. The PASO Council expresses its sincere condolences to her family and friends.

The PASO Council has satisfied the following applications: on inclusion in the system of subsidized legal aid - eleven lawyers; on the implementation of the Standard of professional training and professional development - one lawyer; on entering information into the register of advocacy entities: three law offices and one branch of the Moscow Bar Association have been approved.

Based on a certificate from the head of the PASO SYUP Center, fifty lawyers have been excluded from the system due to refusals in more than 60% of cases to accept demands in cases appointed by the inquiry, investigation and court bodies.

The PASO Council reviewed the lawyer’s appeal and provided clarifications regarding behavior in a specific situation, and also drew the lawyer’s attention to a number of circumstances that will help subsequently act in accordance with the Federal Law “On Advocacy and the Bar in the Russian Federation” and the CPEA.
