Meeting of the Coordination Council under the Ministry of Justice of the Sverdlovsk Region

On June 6, 2024, the next meeting of the Coordination Council under the Office of the Ministry of Justice of the Russian Federation for the Samara Region was held, where the agenda was based on issues related to the participation of lawyers in providing qualified legal assistance as appointed by the bodies of inquiry, investigation or court.
Butovchenko T.D. acted as a speaker, presenting information on the current issues regarding the timeliness and completeness of payment for the work of appointed lawyers. The controversy was not without parrying on the "inconvenient" issue for the lawyer community about the good faith of lawyers when invoicing the budget for the legal assistance provided.
The discussion was attended by the Head of the Office of the Ministry of Justice of the Russian Federation for the Samara Region Sokol P.V., Acting Head of the Office of the Judicial Department in the Samara Region Terekhov S.N., First Deputy Head of the Main Investigative Department of the Main Directorate of the Ministry of Internal Affairs of Russia for the Samara Region Frolov A.G., Deputy Chairman of the Samara Regional Court Kopytin A.V.
Plans and upcoming changes related to the implementation of the Integrated Information System of the Bar of Russia (IIS AR) were announced.
The meeting of the Coordination Council was held in a constructive atmosphere, all participants contributed to the discussion of the issue, which ended with a consensus and the adoption of the following decision:
- Recommend that the Office of the Judicial Department in the Samara Region and the Main Directorate of the Ministry of Internal Affairs of Russia for the Samara Region consider the possibility of creating an automated system that will optimize the process of paying lawyers who work by appointment, starting with the issuance of electronic orders by the bodies of inquiry, preliminary investigation and courts on the payment of lawyers' wages to the transfer of funds by financial departments to the settlement accounts of lawyers' entities.
- Recommend that the Main Directorate of the Ministry of Internal Affairs of Russia for the Samara Region, upon discovery of facts of an unjustified increase in the number of court days paid for by lawyers at the expense of budgetary funds, promptly send information to the Chamber of Advocates of the Samara Region for taking response measures.
- For lawyers involved in cases by appointment, conduct a series of free training events on the topic: “Features of a lawyer’s work in cases by appointment.”
