Children's rights are under reliable protection

Every year on November 20, World Children's Day is celebrated, proclaimed by the United Nations. This is a day dedicated to activities aimed at ensuring the well-being of children around the world. On November 20, 1989, the UN Assembly adopted the Convention on the Rights of the Child, obliging all countries to ensure a good life and a happy childhood for children. The UN General Assembly proposed to celebrate this holiday in the form and on the day that each state considers appropriate for itself. In our country, this date is celebrated as the All-Russian Day of Legal Aid to Children.
According to established tradition, many events are timed to coincide with this day, which are carried out by PASO lawyers: legal education in schools, centers for minors, oral consultations. One of the important ones is the continuation of the project of legal mentoring over centers for helping children left without parental care.
The parties to the interaction are the Chamber of Advocates of the Samara Region, the Commissioner for Children's Rights in the Samara Region, and PASO lawyers.
The goal of the legal mentoring program is to create additional guarantees for minors left without parental care to receive qualified legal assistance.
The program is being implemented on the basis of the "Center for Assistance to Children Left Without Parental Care named after B.P. Frolov." The mentor lawyer is Yulia Valerievna Eremina, a member of the Chamber's council. General management of probono activities is carried out by PASO Vice President A.V. Borodin.
On November 20, 2023, on the All-Russian Day of Legal Aid to Children, an agreement was signed in a solemn ceremony in the Chamber of Advocates between PASO and the Commissioner for Children's Rights in the Samara Region.
The subject of this agreement is the establishment of interaction between the lawyer community and the Commissioner for the protection of rights, freedoms and legally protected interests of minors in legal proceedings, the identification and elimination of their violation, the prevention of offenses against minors and families with children, legal education, and the implementation of other activities.
The agreement was signed by the President of PASO T.D. Butovchenko and the Commissioner for Children's Rights in the Samara Region Yu.V. Nikolaeva.

At the stage of preparing the agreement, lawyer K.V. Shamanova was engaged to conduct expert work on behalf of the Bar Association.
After signing the agreement, Tatyana Dmitrievna spoke about the principles of the Chamber's work and its structure. Yulia Vladimirovna familiarized herself with the organization of the Chamber's work. The Commissioner was particularly interested in the work of the Subsidized Legal Aid Center. This is not surprising. Since 2008, the Center has been successfully functioning and, as a high-tech link, organizes the process of distributing requirements for the appointment of inquiry bodies, preliminary investigation and the court, carries out preliminary electronic registration for visiting the Federal State Institution Pretrial Detention Center No. 1 of the Federal Penitentiary Service of Russia for the Samara Region and ensures the participation of lawyers in providing free legal assistance to low-income citizens of the Samara Region at the request of the State Law Bureau.
When summing up, over a cup of welcome tea, the parties discussed priority measures for implementing the agreement, as well as the forms in which free legal assistance will be provided.
Particular emphasis was placed on the fact that if there is a need to represent interests in court, the State Law Bureau should be involved in the process of providing legal assistance, for which PASO has a detailed interaction mechanism.
The developed algorithm allows coordinating the efforts of all parties.
The President of PASO presented Yu.V. Nikolaeva with a gift edition of the book "History of the Samara Bar Association".
