Signing of a cooperation agreement between the State Fund "Defenders of the Fatherland" and the Chamber of Advocates of the Samara Region

On July 7, 2023, a ceremonial signing of a cooperation agreement took place between the State Fund for Support of Participants in the Special Military Operation "Defenders of the Fatherland" (Fund) and the Chamber of Advocates of the Samara Region (PASO).

Present at the signing on behalf of PASO were: President Butovchenko T.D., Vice President Borodin A.V., member of the Council Strukov I.A., member of the Qualification Commission Shamanova K.V.

Before the ceremony, the head of the Fund N.V. Polyanskova conducted a tour of the halls of the Fund, introduced the employees and told how the work with citizens who have applied is organized.

The establishment of relations between the PASO and the Fund is envisaged to be carried out within the framework of the general position of the Federal Chamber of Advocates and is dictated by the need to provide legal assistance to the following categories of citizens:

- veterans of military operations who took part (assisted in the implementation of tasks) in a special military operation in the territories of the Donetsk People's Republic, the Luhansk People's Republic and Ukraine since February 24, 2022, in the territories of the Zaporizhia region and the Kherson region since September 30, 2022, dismissed from military service (service, work);

- persons who, in accordance with the decisions of public authorities of the Donetsk People's Republic, the Luhansk People's Republic, took part in military operations as part of the Armed Forces of the Donetsk People's Republic, the People's Militia of the Luhansk People's Republic, military formations and bodies of the Donetsk People's Republic and the Luhansk People's Republic since May 11, 2014;

- family members of persons named in paragraphs two and three of this subparagraph, who died (passed away) while performing tasks during a special military operation (combat actions), family members of persons named in paragraphs two and three of this subparagraph, who died after dismissal from military service (service, work), if the death of such persons occurred as a result of injury (wound, trauma, contusion) or illness received by them while performing tasks during a special military operation (combat actions).

The purpose of the cooperation agreement is to create conditions for a competent, qualified and gratuitous solution of legal issues related to the registration and provision of social support measures to veterans of the SVO and their family members.

The lawyers and the Fund have agreed on cooperation, which consists of providing legal support, advisory assistance to veterans of the SVO and their family members, on issues related to ensuring legal rights and interests.

On the part of PASO, first of all, it is expected to develop conditions for the provision of legal assistance to persons who have applied to the Fund.

Legal assistance will be provided by PASO lawyers in the form of oral and written consultations, drafting legal documents, as well as representing the interests of SVO participants and their family members in courts and other government agencies.

The parties agreed that targeted free legal assistance to citizens of the above categories will be provided by lawyers within the framework of the Federal Law of 21.11.2011 No. 324-FZ "On Free Legal Aid in the Russian Federation" and the Law of the Samara Region of 13.06.2012 No. 51-GD "On Free Legal Aid in the Samara Region" with the direct participation of the State Legal Bureau for the Samara Region within the framework of the state system of free legal aid.

After signing the agreement, the lawyers took part in a webinar dedicated to regulating the activities of the Fund, social coordinators. The webinar was held at the RANEPA site.

At the time of signing the agreement, the Chamber of Advocates had formed a list of advocates who expressed a desire to cooperate with the Foundation on a pro bono basis. Each of these advocates considers it their duty to provide assistance to the participants of the SVO and their family members.

Demonstrating social responsibility, the advocacy community sees the need to interact with the Defenders of the Fatherland Foundation.
