Traditions

A new countdown in the history of the Bar Association began in 2023 - it entered its third decade. This does not mean that we started from scratch, forgetting about the glorious 20-year history - on the contrary: all the best traditions of the Samara Bar Association are carefully preserved and multiplied. A striking example of this is the publication by the Bar Association of the Samara Region of a 280-page collection "History of the Samara Bar Association", which includes unique historical materials, archival documents, photographs, biographical information about human rights defenders of the Samara province and advocacy from 1864 to 2023. Each PASO lawyer was able to receive a personal copy of the book.

Samara Advocacy has always been proud of its history and, feeling this solid foundation, focusing on the greatest examples of service to the profession, has strived to be the best.

We succeed in this and, we hope, will succeed in the future.

We do not question the postulates of the Code of Professional Ethics, the primacy of the principles of honesty and integrity - we follow them, directing personal and common efforts to protect the interests of clients.

Digitalization

The digital reality in PASO began long before the pandemic period, which forced the entire population of the planet to master Internet technologies.

For 15 years, the PASO Subsidized Legal Aid Center has been operating smoothly in the Samara Region. 24-hour automated distribution of court requests, preliminary investigation and inquiry bodies, applications from the State Law Bureau, preliminary electronic registration for visiting a pre-trial detention center - not only make the work of lawyers easier, but also relieve the law enforcement system of the region from many systemic shortcomings, ensuring timely and equally accessible legal assistance for all citizens. The Samara version of automation, adjusted over many years to the smallest detail, surpasses the federal CIS AR in its functionality, since it consolidates all information on each case and each lawyer; ensures continuity of protection during investigative actions, in court proceedings, contains systemic information on all types of activities of the Bar Association.

Since 2010, the Internet@PASO electronic document management system has been introduced.

Our level of digitalization is such that it allows us to compete with Yandex: caring about the budget of each lawyer family and avoiding unnecessary expenses, we refused to pay the information giant (more than 6.5 million rubles annually), retained the paso.ru domain, and successfully switched to our own mail server.

Today, Samara Region lawyers take for granted electronic document management, 24-hour automated distribution of cases by assignment, remote forms of advanced training, a highly informative website and a mobile application, which colleagues from other regions consider something out of science fiction. We are always in prompt contact with you; you are immediately notified of events taking place in the legal field; all the necessary information about personal advocacy is always with each PASO lawyer, in his mobile office.

Quality

Of the 1,888 lawyers included in the register of the Chamber of Advocates of the Samara Region, 849 participate in the subsidized legal aid system. Working in the SUP system allows novice lawyers to gain experience and provides an opportunity to earn money in economically difficult times. From October 1, 2023, the basic amount of remuneration for a lawyer participating in a criminal case appointed by an investigator, investigator or court is set at 1,646 rubles per court day.

The PASO Council pays special attention to this area of ​​advocacy, conducting regular inspections and warning colleagues about possible mistakes. It is gratifying that the past inspections of the implementation of the "Procedure for the appointment of lawyers as defenders in criminal proceedings" confirmed the growing quality of the work of lawyers.

The Chamber systematically monitors the timeliness of payment of lawyers' work by law enforcement agencies, and prepares response acts on debt issues.

We are persistently negotiating with the judicial department and the investigative committee on the need for automated accounting at all stages of payment for lawyers' work: from filing an application to transferring the amount to the bank account of the law firm. The Samara Bar Association is making demands on the need to digitalize this area in order to facilitate the work of financial departments of government agencies, which in turn will ensure that lawyers receive timely remuneration for defense in cases as assigned.

Interaction

Recognizing social responsibility, the Chamber of Advocates of the Samara Region has entered into a cooperation agreement with the State Fund for Support of Participants in the Special Military Operation "Defenders of the Fatherland", within the framework of which lawyers provide legal support, advisory assistance to veterans of the SVO and their family members.

Strong constructive interaction with all authorities, federal and regional structures, public organizations is manifested in the fact that the position of lawyers is taken into account when making all important decisions in the Samara region.

Training

During the year, 16 training events were held, providing a wide thematic coverage, the ability to choose a speaker, a variety of forms of classes. We thank the invited experts and fellow lawyers who shared their knowledge and experience with us.

The most popular training format among lawyers was the "direct line with the President" - during which listeners asked questions of interest to them and immediately received answers from the President of PASO T.D. Butovchenko. 906 lawyers took part in four training events.

In addition to distance learning courses, face-to-face classes were held, and seminars were held in Samara, Tolyatti and Syzran.

Personnel

The school of young lawyers, which has been purposefully training personnel for the bar for 10 years, has continued its work. This is a wonderful social project, since for the school's students - interns, assistant lawyers, students of law schools - training is free.

In 2023, the SMA curriculum was supplemented with a new form - a public speaking competition on the topic "Limits of what is permitted and what is not permitted in the activities of a lawyer", which allowed participants to improve their public speaking skills.

Graduates of the school of young lawyers demonstrated their deep knowledge to the commission, successfully passed the qualification exam and received lawyer status.

95 applicants joined the ranks of the Samara bar.

70 - were excluded from the Register of Lawyers of the Samara Region for various reasons.

Confirmation of the fact that PASO is educating a worthy replacement is the prize-winning performance of young colleagues A.A. Karnomazova and M.S. Isaeva at the interregional forum "Young lawyer in Russia: challenges, opportunities and prospects" in Perm.

It is gratifying that experienced Samara lawyers continue the wonderful traditions of mentoring, give lectures, conduct seminars for young people, supervise the work of novice colleagues, and pass on their attitude to the profession: young people come to us smart, inquisitive, energetic.

Raising the prestige of the bar and caring about raising the cultural level of the corporation, the publication of the image printed publication "Bulletin of the Chamber of Advocates of the Samara Region" has been continued, which pleased its readers this year with an updated design. The widely known previous version vestnikpaso:2006 lasted 60 issues. We wish our magazine further development in the coming year, so that the best pages of the history of the bar do not dissolve in the Internet space, but remain with us forever.

The Bar Association traditionally supported the sports spirit of the corporation, sending colleagues to competitions in chess (PASO championship in rapid chess), football (V annual all-Russian mini-football tournament in Izhevsk; All-Russian mini-football championship among bar chambers of the Volga Federal District for the "Advocate Newspaper" prize in Nizhny Novgorod) and billiards (XIII annual tournament in Russian billiards among PASO lawyers, "Tournament of lawyer elegance" in Russian billiards in the Perm region, lawyer starts "Ural Zori"). We sincerely rejoice at all the sports victories!
