Results 2022

Dear Colleagues!

On December 22, the final meeting of the PASO Council took place, at which the results of a generous year for anniversaries were summed up.

2022 is marked by the 220th anniversary of the foundation of the Russian Ministry of Justice, the 100th anniversary of the formation of the Samara Bar, the 20th anniversary of the Federal Law "On Advocacy and the Bar in the Russian Federation", the 20th anniversary of the Chamber of Advocates of the Samara Region.

We sincerely thank the legal community of our region, representatives of government agencies and public institutions (Office of the Ministry of Justice of the Russian Federation for the Samara Region, Samara Provincial Duma, Commissioner for Human Rights in the Samara Region, Commissioner for Children's Rights in the Samara Region, Commissioner for the Protection of the Rights of Entrepreneurs in the Samara region, the Public Chamber of the Samara Region, the Association of Lawyers of Russia, etc.) for warm congratulations and personal presence at the solemn events of the Chamber of Lawyers, for many years of fruitful cooperation and prompt compromise decisions in controversial issues, for mutual understanding and support!

PASO became the first chamber of lawyers established in the Russian Federation, and the status, as we believe, obliges. Therefore, Samara lawyers have been leading in many areas of organizing advocacy for 20 years of the Law on Advocacy.

In the Samara region, earlier than in other regions of the Russian Federation, an automated information system was introduced, and the PASO Subsidized Legal Aid Center established in 2007 became exemplary for the whole country. The coordinators of the SYP Center annually distribute over 50,000 demands of the court, preliminary investigation and inquiry bodies, applications from the State Legal Bureau, and also record a preliminary electronic record for visiting the pre-trial detention center. Automation of claims distribution processes saved the region from many systemic problems, and lawyers from unfounded claims.

The digitalization of the legal profession in the Samara region is progressing by leaps and bounds. Through the Internet@PASO information system, since 2011, paper document management has been converted into electronic format. The official Internet resource - paso.ru - was recognized as the best in Russia for the fourth time, and in 3 nominations. Since 2020, lawyers of the Samara Region have been actively using an electronic service free of charge for them - a mobile application.

At the Twenty-second (regular) annual conference held this year, we conquered another digital peak: we held the election of new members of the Council and the PASO Qualification Commission in the form of electronic secret rating voting, which significantly reduced the time for counting votes (from three hours to 30 minutes ).

In order to improve working conditions for lawyers and, consequently, improve the quality of legal assistance to citizens, for the first time we have provided the equipment of the Chamber at the disposal of the court, thereby ensuring that the trial of a large group of people is carried out at a more modern technical level.

There is not a single lawyer in the Samara region who has not fulfilled the legal requirement for advanced training: the PASO keeps a record of the training hours mastered by each lawyer; all forms of training are offered, including webinars; most of the training activities are carried out at the expense of the Chamber.

We are confidently looking into the future also because we ourselves bear the responsibility for preparing a worthy replacement in the Samara Bar Association. Since 2014, the PASO School of Young Lawyers has given a successful start to more than 100 colleagues.

The prestige of the bar is supported by a regularly published corporate magazine, Bulletin of the Chamber of Lawyers of the Samara Region, and for the anniversary of the PASO, a presentation booklet was published containing the results of 20 years of activity of the Chamber of Lawyers of the Samara Region.

The "Best Event of the Year" was the Volga Region Forum of Young Lawyers, held in Samara from 23 to 26 August 2022.

All our efforts (on digitalization, organizing social interaction, raising the professional level, debugging disciplinary practices, etc.) are aimed at improving the quality of legal assistance, respecting the legal rights of both principals and lawyers themselves. We note with satisfaction that these efforts are not in vain. The number of complaints against lawyers and excesses in the course of disciplinary proceedings has significantly decreased, and the percentage of proceedings against lawyers that have been terminated exceeds the percentage of disciplinary sanctions imposed by the PASO Council.

Our course of preserving the best traditions of the Samara Bar and introducing progressive methods of work allows us to develop, moving with the times and not violating the rules of the movement, enshrined in the Code of Professional Ethics.
