Center SUP PASO - Laureate of the "Lawyer of the Year 2020" award

The Center for Subsidized Legal Aid of the Chamber of Lawyers of the Samara Region is a high-tech link in the organization of the process of three legal areas in the territory of the Samara Region. It distributes the requirements for the appointment of the bodies of inquiry, preliminary investigation and the court, makes preliminary electronic registration for visiting the FKU SIZO-1 of the Federal Penitentiary Service of Russia for the Samara Region and ensures the participation of lawyers in the provision of free legal aid to low-income citizens of the Samara Region at the request of the State Legal Bureau.

Using international experience in the provision of free legal aid in 2007, the Chamber of Lawyers of the Samara Region launched an experiment to create a Center for Subsidized Legal Aid, unique in Russia, which initially regulated the distribution of claims in 2 districts of the city. Based on the results of the experiment, together with the heads of the courts and law enforcement agencies, a decision was made to introduce the SJP Center throughout the Samara region.

Since 2008, the Center has been successfully operating, fulfilling the priority tasks to ensure the implementation of the citizens' right to protection in the Samara region. Over the 12 years of operation of the Center, not only the technical capabilities have been modified (requirements are sent by any kind of communication around the clock: by mail, fax, e-mail, telephone message to a single number), but also its functional responsibilities have significantly increased. Since 2019, the SJP Center has been entrusted with the responsibility for distributing the requirements of the Gosyurburo in the Samara Region, as well as registering and issuing orders in order to fulfill the Procedure for the appointment of lawyers as defenders in criminal proceedings. Since 2020, a preliminary electronic registration has been carried out for visiting the FKU SIZO-1 of the Federal Penitentiary Service of Russia in the Samara Region.

The technical capabilities of the SJJ Center allow registering all legal proceedings and properly ensure the procedure established by Art. 50 of the Criminal Procedure Code of the Russian Federation. No more than five minutes pass between the receipt of requests from the inquiry officer, investigator and the court and the distribution of it to a specific lawyer. In order to optimize the work process and maintain labor discipline, the center is equipped with an audio and video recording system, which can be provided to law enforcement officers upon request in case of need or disputable situations.

The Center for Subsidized Legal Aid PASO provides a centralized distribution of cases around the clock - this is five to six thousand appeals per month. For the entire period of work of the Center for SJP, 681 392 requests of the bodies of preliminary investigation, inquiry and court have been distributed.

The SJJ Center is a technically highly equipped and round-the-clock automated subdivision of the Chamber of Advocates of the Samara Region, created to help law enforcement officers in order to improve the procedure for providing subsidized legal assistance to citizens in the Samara Region.

The Center for Subsidized Legal Aid is of great social importance, since its activities ensure the transparency of the work of the prosecution and defense representatives and multi-level control over the quality of the free legal aid provided by the bodies of inquiry, preliminary investigation and court.

The work of the Center for Subsidized Legal Aid of the Chamber of Lawyers of the Samara Region is a guarantee of the strength and stability of interaction between courts, law enforcement agencies and lawyers. The clear organization of the work of the SJUP PASO Center allows the bodies of inquiry, investigation and the court to comply with the procedural deadlines established by law and contributes to the observance of a reasonable time for the administration of legal proceedings, guarantees the implementation of the constitutional right of citizens to receive qualified legal assistance.

The SJP Center makes a significant contribution to the unification and development of the legal community, law and order in the Samara region.

In 2020, the staff of the Center for Subsidized Legal Aid of the Chamber of Lawyers of the Samara Region was deservedly recognized as a laureate of the Legal Prize "Lawyer of the Year" in the nomination "Human Rights Activity".
