20 years of PASO. 100 years of SOKA

On May 26, 2022, the Chamber of Advocates of the Samara Region held the Twenty-second (regular) annual conference dedicated to the celebration of the 100th anniversary of the Samara Bar and the 20th anniversary of the Chamber.

246 delegates and invited guests gathered in the conference hall of the new Palace of Sports. Before the start of the event, the participants were able to enjoy the exquisite interior with a wonderful panoramic view of the Volga, stylish photo zones, a delicious buffet, and most importantly, informal communication with each other.

The conference was opened by PASO President Tatyana Dmitrievna Butovchenko. She warmly congratulated the lawyers on the anniversary of the first lawyers' chamber organized in the Russian Federation and on the successful overcoming of all the difficulties encountered on a long joint path. With special pride, Tatyana Dmitrievna presented a festive edition - a booklet containing the results of the 20-year activity of the Chamber of Advocates of the Samara Region - and urged her colleagues not to stop there, but to continue the glorious history of the Samara Bar.

Particularly warm words of gratitude were addressed to 89 delegates of the Samara Regional Bar Association, which is celebrating its 100th anniversary this year.

Andrei Vladimirovich Suchkov, ex-president of the PASO (now a member of the Council of the Moscow Bar Association), addressed the conference participants with a welcoming speech, congratulating his colleagues on the triple anniversary: the 100th anniversary of the regional collegium, which became the ancestor of the Samara advocacy; The 20th anniversary of the “Law on Advocacy and the Bar in the Russian Federation”, which marks the beginning of the golden age of the bar, and the 20th anniversary of the most successful (according to objective estimates of the corporation) chamber in the country.

The status of a lawyer can be considered a sign of the quality of a lawyer. Your professionalism and high employment in cases by agreement and appointment of bodies of inquiry, preliminary investigation or court cannot but rejoice, but we should not forget about the opportunity to provide assistance to socially unprotected categories of citizens.

Concluding his speech, P. V. PASO President Tatyana Dmitrievna Butovchenko made a report on the work of the Council of the Chamber of Advocates of the Samara Region and the implementation of the income and expenditure estimates for the period from January 1 to December 31, 2021. Her time-honored 40-minute speech, accompanied by a high-quality widescreen presentation, was not only a report for the reporting period, but also a vivid, emotional summing up of the work of the PASO team for 20 years.

The Chairman of the Audit Commission, Lyudmila Ivanovna Altukhova, presented to the attention of the audience the report of the Audit Commission of the Chamber of Advocates of the Samara Region on the results of the audit of the financial and economic activities of the Chamber of Advocates of the Samara Region for the period from January 01, 2021 to December 31, 2021. The issue of rotation of the PASO Council took place in two stages.

First, the Conference, by open vote, by list, agreed with the decision on the nominations for withdrawal.

Elections of new members of the Council were held for the first time in the form of electronic secret rating voting, which significantly reduced the time for counting votes (from three hours to 30 minutes).

The delegate was asked to choose from a list of four candidates out of six applying for membership in the PASO Council, and seven out of eleven applying for membership in the Qualification Commission.

Each delegate scanned the QR code on his own gadget, entered his login and password, the data on which was contained on the back of the voting ticket. Technical support for the new procedure was provided by the staff of the PASO working unit. Preliminary testing of the program was carried out during the last Council meeting before the rotation.

The program for conducting electronic voting was developed specifically for use in the conference. An additional option in case the applicants receive the same number of votes was not superfluous. Two applicants for membership in the Qualification Commission received the same number of votes. In a matter of seconds, the working part formed a new vote, during which the delegates of the two applicants had to choose only one.

Even such a "force majeure" was successfully overcome.

The President of the PASO Butovchenko T.D. spoke on the sixth issue of the agenda, giving the necessary explanations to the draft budget for 2022. The estimate for 2022 was unanimously adopted by the delegates.

Tatyana Dmitrievna Butovchenko, President of the Chamber of Lawyers of the Samara Region, was unanimously elected a delegate to the All-Russian Congress of Lawyers.

The conference considered all the issues on the agenda, on which an appropriate decision was made.

Approve the estimate of income and expenses for the maintenance of the Chamber of Advocates of the Samara Region for the period from January 01, 2022 to December 31, 2022.

In case of exceeding the amount of the revenue part of the estimate, the excess amounts are subject to direction for the maintenance of the Chamber of Advocates of the Samara Region and its statutory activities in accordance with the lines of the expenditure part of the estimate.

From January 01, 2022, determine the mandatory monthly deductions from each lawyer of the PASO for the general needs of the Chamber of Lawyers of the Samara Region (with the exception of deductions for the first month of membership in the Chamber of Lawyers of the Samara Region), including the maintenance of the FPA of the Russian Federation in the amount of 1,600 (One thousand six hundred) rubles.

Change the amount of mandatory monthly deductions from each lawyer of the Chamber of Advocates of the Samara Region for the general needs of the Chamber of Attorneys of the Samara Region (with the exception of deductions for the first month of membership in the Chamber of Attorneys of the Samara Region) by the amount of the change in the amount of deductions for the general needs of the Federal Chamber of Attorneys of the Russian Federation, if such decision by the next All-Russian Congress of Lawyers.
