On November 28, 2024, an in-person meeting of the PASO Council was held.

Fourteen applicants who successfully passed the Qualification Exam took the oath and received parting words from Chamber President T.D. Butovchenko.
The Council then proceeded to consider the items on the agenda.
Due to personal circumstances, in accordance with subparagraph 5 of paragraph 1 of Article 16 of the Federal Law "On Advocacy Activity and the Bar in the Russian Federation," the status of one attorney was suspended.
The status of five attorneys was terminated at their own request in accordance with subparagraph 1 of paragraph 1 of Article 17 of the Federal Law "On Advocacy Activity and the Bar in the Russian Federation." The status of Lyubov Ivanovna Tokareva, who dedicated 47 years to advocacy, was terminated.
In accordance with paragraph 5 of Article Federal Law No. 15 "On Advocacy and the Bar in the Russian Federation" changed the membership of one lawyer from the PASO to the St. Petersburg Bar Association.
The PASO Council granted the following applications: nine lawyers were admitted to the subsidized legal aid system; two law firms were approved, and three were liquidated, for inclusion in the register of legal entities.
Five disciplinary proceedings were considered during the meeting.
Disciplinary proceedings against lawyer A. were sent back to the Qualification Commission for reconsideration due to new evidence presented by lawyer A.
Disciplinary proceedings against lawyer B. were terminated due to reconciliation between the parties; the Sovietsky District Court of Samara withdrew its appeal.
Disciplinary proceedings against lawyer R. were initiated at the request of the Kirovsky District Court of Samara. Following the review of this disciplinary proceeding, a reprimand was imposed.
The disciplinary proceedings against attorney S. were to be terminated following the withdrawal of the client's complaint, the reconciliation of the parties, and the return of the client's fee. However, attorney S. insisted on a hearing on the merits. The Qualification Commission concluded that the attorney had committed a disciplinary offense, namely, providing legal assistance without an agreement and failing to deposit the fee into the attorney's office's bank account. The attorney petitioned for the proceedings to be heard in his absence and requested that the provisions of Article 18 of the Code of Legal Aid be applied. The PASO Council decided to terminate the disciplinary proceedings due to the insignificance of the act committed, which did not discredit the attorney's honor and dignity, did not diminish the authority of the legal profession, and did not cause significant harm to the client or the Bar Association. In making its decision, the Council took into account the voluntary return of the fee to the client.
Disciplinary proceedings initiated at the request of the Vice President of the Chamber of Advocates of the Samara Region against attorney N., due to outstanding fees to the Bar Association, resulted in a warning regarding the termination of his attorney status.
The Chamber of Advocates of the Samara Region Council heard a report by Yu. V. Eremina and V. I. Yankina on the results of the audit of attorneys' compliance with the Chamber of Advocates of the Samara Region Council's Decision No. 14-11-08/SP of November 27, 2014, "On Approval of the Rules of the Chamber of Advocates of the Samara Region for the Implementation of the Procedure for Appointing Attorneys as Defense Attorneys in Criminal Proceedings, Approved by the Decision of the Council of the Federal Chamber of Advocates of the Russian Federation of March 15, 2019," for the period from January 1, 2024, to March 31, 2024, in the Samara District of the Samara Urban District, and in the Avtozavodsky District of the Samara Urban District. Tolyatti, in the urban district of Zhigulevsk, in the Krasnoyarsk district of the Samara region. The audit revealed violations in the maintenance of lawyer files. Thirteen lawyers failed to submit their files for review, and some did not submit all of their files for the period under review. Lawyers who violated the audit requirements will be subject to disciplinary action.
The PASO Council adopted a resolution establishing new recommended rates for legal assistance.
