The Director of the State Legal Bureau spoke to interns and young lawyers about the free legal aid system

On April 1, Olga Ivanovna Pikhtulova, Director of the State Legal Bureau of the Samara Region, held a lecture at the Chamber of Advocates.
The audience included students of the PASO Young Lawyer's School and its Togliatti branch, as well as graduates of the School.
Olga Ivanovna provided a detailed description of the State Legal Bureau's activities in implementing free legal aid legislation, as well as the cooperation between the State Legal Bureau and the PASO.
The Chamber of Advocates of the Samara Region maintains a register of lawyers participating in the free legal aid system. When the State Legal Bureau requires a lawyer to assist a citizen who has applied to this institution for legal assistance, the director of the State Legal Bureau submits a request to the PASO. O.I. Pikhtulova emphasized that requests are submitted in strict accordance with the funding allocated by the Ministry of Social, Demographic, and Family Policy of the Samara Region. For lawyers, this means timely payment for work performed. A lawyer accepting a request from the State Legal Bureau enters into a legal assistance agreement on their own behalf. Upon completion of the agreement, a report in the prescribed form, along with supporting documents, is submitted to the State Legal Bureau. The lawyer also issues an invoice prepared by the law firm for payment according to the established rates for individual types of legal assistance: oral consultations, drafting legal documents (statements of claim, petitions, complaints, etc.), and legal representation in court.
Answering questions from interns, O.I. Pikhtulova discussed the most common questions from individuals, the specifics of working with various categories of clients, and the types of assistance the State Legal Bureau provides to members of the SVO and their family members.
Summing up, she noted the importance of cooperation between the PASO and the State Legal Bureau for all participants in this system. The well-established system of interaction between the two structures in the Samara Region is being replicated in other regions and used as a model. Lawyers' participation in the free legal aid system allows them to realize the rights and legitimate interests of citizens and achieve the state's goals in this area.
