Free legal assistance for SVO participants and their families
03.04.2025
The Samara Region Bar Association held a roundtable discussion on providing free legal assistance to special military operation participants and their families. Representatives of the Samara Region Bar Association, the "Defenders of the Fatherland" State Foundation, the Samara Region Committee for Families of Fatherland Soldiers, the Office of the Samara Region Human Rights Commissioner, and other regional lawyers participated in the event.
The key objective of the meeting was to discuss the methods and procedures for lawyers to interact with institutions supporting SMO participants, as well as the specifics of law enforcement practice in this area.
"The need for this discussion stems from the shared goal facing society—comprehensive support for SMO participants and caring for their families. The Bar Association, in turn, strives to ensure access to qualified legal assistance for the entire Samara Region," emphasized Tatyana Butovchenko, President of the Samara Region Bar Association, opening the event.
The roundtable discussed the following issues:
Exchanging experiences and developing standard approaches to resolving legal issues faced by SVO participants and their families.
Defining the competencies of each support institution (the Fatherland Defenders Foundation, the Committee of Families of Fatherland Soldiers, and the Human Rights Commissioner) and the procedures for interacting with them.
Discussing the challenges faced by lawyers when providing legal assistance, in particular, the lack of communication with military commissariats and military units, difficulties in obtaining necessary information, and the formalism and bureaucracy associated with military structures.
Following the discussion, specific proposals were formulated:
Creating an electronic database of answers to standard questions and action plans for specific situations, accessible to lawyers.
Submitting a joint proposal to the Regional Court (Garrison Court) to conduct a review of judicial practice in disputes affecting the interests of SVO participants and their families. Organizing the participation of lawyers in training webinars held by the Fatherland Defenders Foundation and the Committee of Families of Fatherland Soldiers.
Drawing the attention of support institutions to the need to expedite the process of obtaining a certificate of injury severity for military personnel.
PASO Vice President Alexey Borodin, the event's moderator, noted the importance of establishing effective interaction between all participants in the legal assistance process.
PASO plans to continue to actively participate in providing free legal assistance to military service members and their families, as well as to promote the development of an effective support system for them.
