The elections took place

The 20th annual reporting and election conference of lawyers of the Samara region completed its work. 255 conference delegates, who ensured a quorum for decision-making, dynamically and constructively discussed 9 agenda items, approved the reports of the Council of the Chamber of Lawyers of the Samara Region, the Audit Commission, a new version of the PASO Charter, an estimate of income and expenses for 2020, formed an updated composition of lawyers' self-government bodies, insignia of colleagues who have succeeded in professional activity.

The conference turned out to be not only a jubilee (the Chamber of Lawyers of the Samara Region gathered at a corporate forum for the twentieth time after the adoption of Federal Law No. 63-FZ of May 31, 2002 "On advocacy and the legal profession in the Russian Federation"), significant (after the amendments entered into force stipulated by the Federal Law of 02.12.2019 No. 400-FZ "On Amendments to the Federal Law" On Advocacy in the Bar in the Russian Federation "), but also long-awaited: the originally planned date of the event - April 16, 2020 - coincided with the height of the coronavirus pandemics. The event, which the PASO lawyers were looking forward to, although they have been successfully using online technologies for a long time, but who want to communicate with colleagues live, took place on September 2, 2020 at the Russkaya Okhota hotel complex in compliance with the necessary security measures. Of the 316 elected conference delegates, 255 attended the event (with a quorum of 209).

 

Rewarding

Acting at the lawyers' conference Head of the Directorate of the Ministry of Justice of the Russian Federation for the Samara Region P.V. Sokol and the head of the department for control and supervision in the field of advocacy, notaries, state registration of acts of civil status of the Directorate of the Ministry of Justice of the Russian Federation for the Samara region E.V. Seredavina warmly greeted the delegates. According to P.V. Sokol, the Chamber of Advocates of the Samara Region, which is a "fusion of youth and experience", is a model for the introduction of advanced information technologies, the use of which has become a necessity during a pandemic. A representative of the Ministry of Justice of the Russian Federation, who has been a member of the PASO Qualification Commission for 11 years, noted that the interaction of authorities and the Bar Chamber in the Samara region is based on the principles of business partnership and mutual respect, and the prestige of the legal profession is growing every year. P.V.Sokol presented letters of thanks for their contribution to the legal education of citizens and high professionalism to lawyers: Shamanova Ksenia Viktorovna, Sukhova Natalia Yurievna, Martynov Viktor Ivanovich.

Arziani Vakhtangi Eduardovich and Tokar Efim Yakovlevich were awarded the Orders For Fidelity to the Duty of Lawyers. The medals "For Merit in the Protection of the Rights and Freedoms of Citizens" I and II degrees were awarded to lawyers:

After warmly congratulating their award-winning colleagues, the delegates proceeded to the issues requiring a vote. All the materials necessary for the study were posted in advance on the website www.paso.ru and provided to the conference participants in a printed form.

The PASO President Tatyana Dmitrievna Butovchenko made a report on the work of the PASO Council for the reporting period (2019). The report was accompanied by an electronic presentation demonstrating the results of the Bar Chamber's activities visually (with abstracts and diagrams) on a large screen. For help in preparing T.D. Butovchenko thanked Elena Salnikova, Ekaterina Osipova, Rumia Abdryakhimova.

In the course of the report, the President presented factual data on the main areas of PASO activities. Thus, the Subsidized Legal Aid Center, which has been successfully operating in PASO since 2008, distributed 52,649 claims during the reporting period, 2,868 of which were checked for compliance with the Decision of the PASO Council No. 14-11-08 / SP dated November 27, 2014. Tatyana Dmitrievna thanked 736 lawyers participating in the system of providing subsidized legal assistance, noting that the quality of providing legal assistance in cases of appointment is increasing.

According to the PASO President, the lawyers' self-government bodies of the chamber tried, as always, to defend the interests of their colleagues when considering the appeals received. The audience noted the figures given in the report with approving applause. In particular, none of the 41 appeals received from the investigative bodies and the prosecutor's office (with the total number of appeals being 2,498) were disciplinary proceedings initiated. Out of 781 complaints, in 68% of cases, there were no grounds and grounds for initiating disciplinary proceedings. And out of 243 disciplinary proceedings, only 88 disciplinary measures were applied to lawyers, and the status for improper performance of professional duties was terminated for two people.

Etc. Butovchenko reported on the activities of the Commission for the Protection of the Professional Rights of Lawyers, noted the work of the PASO representative office in Togliatti, said that the PASO Council's Procedure for Visiting Defendants held in PKU SIZO-1 of the Federal Penitentiary Service of Russia for the Samara Region has been in effect since August 1, 2019: for the reporting During the period, lawyers used the preliminary registration in 1,254 cases.

According to statistics painstakingly collected in PASO, 1,731 lawyers took part in seminars, conferences, business games, educational processes conducted by PASO in 2019. In accordance with the Program for advanced training and training of trainees and the Standard for professional training and professional development of lawyers and trainees of lawyers, the Chamber of Lawyers of the Samara Region held 21 training events, 10 of which were free.

The staff of the School of Young Lawyer PASO represented by the leaders A.M. Izosimova and T.D. Ivanova became a laureate of the Lawyer of the Year in the Samara Region 2019 award in the Legal Education category. In 2019, at the School of Young Lawyers, training events were held in the amount of 344 academic hours, 32 trainees were trained.

All those present at the conference stated that the information support of lawyers is organized at the PASO at the highest level. However, not wanting to stop there, the conference approved plans to create another PASO electronic service - a mobile application.

The heard reports of the PASO Council and the Audit Commission were approved unanimously. Also, the delegates approved the estimate of income and expenses for 2020 proposed by the PASO Council, which does not provide for a change in the size of membership fees.

By the decision of the conference, the Charter of the Non-Profit Organization Chamber of Advocates of the Samara Region was brought into line with the amendments introduced by Federal Law No. 400-FZ dated 02.12.2019 “On Amendments to the Federal Law“ On Advocacy in the Bar in the Russian Federation ”. Changes have been made to clauses 2.4, 7.4.13, 7.7, 7.8.1, 7.8.5, 7.8.6, 7.8.8, 7.9, 8.2.1, 8.2.3, 8.3.

In order to form lawyers' self-government bodies, the conference participants were asked to fill out the ballots. The extended counting commission, working in an open mode, summed up the voting results.
