Chapter 3 of the Federal Law "On advocacy and advocacy
In Russian federation"

The status of a lawyer may be acquired by a person who has a higher legal education and at least two years of work experience in the legal profession.

The status of a lawyer in the Russian Federation may be acquired by a person who has a higher legal education obtained in a state-accredited educational institution of higher professional education, or an academic degree in a legal specialty. The specified person must also have work experience in the legal profession for at least two years or undergo an internship in law education within the time limits established by the Federal Law "On advocacy and legal profession in the Russian Federation.

Persons whose higher legal education is the first obtained higher professional education, the length of service in the legal profession is calculated no earlier than from the moment of graduation from the relevant educational institution.

A person who has received the status of an advocate has the right to carry out advocacy throughout Russia without any additional permission.

A person who meets the requirements of the Federal Law "On advocacy and the legal profession in the Russian Federation" has the right to apply to the qualification commission of the bar association of a constituent entity of the Russian Federation with an application for granting him the status of a lawyer and a number of documents (see the Regulations on the procedure for passing the qualification examination for assignment edition dated 01.28.2016, effective from 01.09.2016).

The qualification commission, if necessary, organizes, within two months, verification of the accuracy of the documents and information submitted by the applicant. After the completion of the check, the qualification commission makes a decision on the admission of the applicant to the qualification exam. The decision to refuse admission of an applicant to the qualifying examination can be made only on the grounds specified in the Federal Law “On advocacy and the legal profession in the Russian Federation”. The decision to refuse admission to the qualifying examination can be appealed to the court.

The regulations on the procedure for passing the qualification exam and assessing the knowledge of applicants, as well as a list of questions proposed to applicants, are developed and approved by the Council of the Federal Law on the Federal Assembly of the Russian Federation.

The qualification exam consists of written answers to questions (testing) and an oral interview.

The qualification commission, within three months from the day the applicant submits an application for granting him the status of a lawyer, makes a decision on assigning or refusing to assign the status of a lawyer to the applicant. The decision of the qualification commission on granting the applicant the status of a lawyer comes into force from the day the applicant takes the lawyer's oath.

A person who has received the status of an advocate has the right to carry out advocacy throughout the Russian Federation without any additional permission.
